Rules and Explanation of MS00

The Mississippi Chapter of the NBHA has an "at-large" district effective July 1, 1999.

This concept was developed by the NBHA to give an option for those members that because of work schedules or other obligations have difficulty meeting a normal (maximum 15) district show schedule.  Some people that have joined late in a competition year have also elected to declare MS00 feeling that they might have a better chance to qualify for the World Shows in that district.  Eight shows may be "declared" for points for MS00.  You may compete in as many shows as you want to, but you can only carry points for eight shows.

A member must declare MS00 in the same way they would declare any other district.  A declaration must be signed and submitted to the NBHA.  This can be done at a show with the assistance of a district director.  A member CANNOT change districts within 90 (ninety) days of the end of a point year.  A member cannot receive points in more than one district.  A member declaring another district will lose any points they already have in the district they are leaving.  An exception to MS00 is that if a member leaves MS00 to declare another district, they lose their points in MS00, but if they declare to come back to MS00 in the same competition year - their number of shows competed in during that competition year will still be considered.  (Example:  a member has competed in 4 shows as MS00 member and has 12 points in Youth 3D.  They transfer to another district and lose their 12 points.  They decide to get back into MS00.  They would then have no points but would still have already used up 4 of their eight shows.)  Members declaring MS00 would be competing only for qualification for the Youth World Championship Show, the Senior World Championship Show, or the Open World Championship Show.

There are no year end awards given in MS00.  Members are allowed to select up to eight shows per competition year.  These shows must be physically within the state of Mississippi and hosted by one of the Mississippi Districts.  MS00 members cannot earn points in a show physically located in another state even if a Mississippi district has co-sanctioned with the out-of-state district.  Each time the member enters a show they are "declaring" that show unless they show on the entry form their intentions NOT TO DECLARE that show.  The member cannot declare the show for one class and not declare another class at the same show if the member is a youth or senior and eligible for more than one class.  If the show promoter and District Director are not made aware that the member does not wish to declare that show, the show will count against the eight shows for that member.  This MUST BE DONE PRIOR TO THE FIRST TIME THE MEMBER COMPETES AT THE SHOW.  If not, the show will count.

MS00 members will receive points based on their time in the same way that members receive points when a show is co-sanctioned between two or more districts.  That is:  fastest time in each class (regardless of the rider's district OR permit status) sets the divisions for that class.  The MS00 member receives points based on the division they are in and relative to any more MS00 members IN THAT DIVISION.  (Example:  MS00 member has a time in the Youth 2nd Div and is the only MS00 member in that division would get 5 2D points.  If three MS00 members get times within that division they would get 5, 4, and 3 points respectfully).  If an MS00 member receives a "no time" at a declared show - they will receive no points but this will still count as one of their eight shows.  Remember at the same date that the member is earning points at a show, another MS00 member may be earning the same number of points or a larger number of points at another show within the State.

Members will be required to show their membership cards (no exceptions in order to compete as MS00 at a Mississippi District show.

Points are maintained on the Internet (www.webbfarms.com) and newsletters are mailed out periodically.  It is important to realize that on a given weekend MS00 members can be earning points at district shows all over the State.  Sometimes points for a particular weekend are not available for up to two weeks.  (This is the time frame district directors have to return show results to the State Director and the MS00 Director)

This "at-large" district will possibly fit in well for some members, but it is not intended to replace the traditional district concept.  For information contact your District Director or the State Director.
